How precise are the cuts?

You can set start and end to the tenth of a second. Exact frame accuracy depends on the source video and your browser’s encoder.

Does audio stay in the file?

Yes when the browser can mix the audio track into the export. If audio cannot be captured, you still get a trimmed video-only file.
